Fats, Oils, & Grease (FOG) Management Program
Sanitary sewers are designed and installed with sufficient diameter to carry the normal waste discharge from a residence or business. When cooking by-products- fats, oils, and/or grease– are discharged to the sewer, the FOG can cool and accumulate on the interior of the sewer pipes. Over time, this accumulation of FOGs restricts the flow and causes blockages, overflowing manholes, or basement backups.
The objective of the Fats, Oil & Grease Management program is to keep the sanitary sewers clean and free of fat, oil, and grease. Improperly managed grease from discarding of fats, oils and grease in the home has become a significant problem for wastewater collection and treatment systems, and this program was created to effectively monitor oil and grease control.
The below brochures detail Best Management Practices (BMP's) for both residential and Commercial/Industrial customers. When implemented, these BMP's can prevent damage to your property, prevent cost associated with blocked sewers, and prevent problems at Hannibal's Wastewater Treatment Plant.

Non-Domestic / Industrial User Survey
As part of the Hannibal Board of Public Works ongoing efforts for documentation of pretreatment related customer discharges, beginning September 1st, 2017, the HBPW is asking non-residential customers who received a notice via postal mail to complete the survey.
The Hannibal Board of Public Works (HBPW) is collecting information on water and wastewater use by our non-residential customers using a simple survey titled "Non-Domestic / Industrial User Survey".
The HBPW will use this information to properly administer our Pretreatment, Fats, Oils and Grease (F.O.G.) and cross-connection programs as required by the Missouri Department of Natural Resources (DNR). The information collected will be used to identify situations which may be a problem to our collection/distribution system and biological processes. We are responsible for collecting and tabulating this information to ensure proper controls are in place for sources, or potential sources, of pollution and contamination.
The survey, available at the bottom of this page, must be completed and appropriately signed. The form must be signed by a corporate officer or manager per 40 CFR 403.12(l). Mail completed surveys to:
If we find, based upon your response, more information is necessary concerning your facilities water and sewer uses, we will contact you to set up a visit to ensure your facility is in compliance.
Please make an honest attempt to accurately complete this form to the best of your ability. We must regard unreported cross-connection potential, F.O.G. discharge, and other discharges of waste streams which could affect the HBPW collection and treatment systems seriously because the HBPW operates a public facility. Knowingly misreporting the facts could lead to increased treatment costs, regulatory non-compliance and in some cases public illness. All responses are subject to the Freedom of Information Act. Claims of confidentiality must be made at the time the information is provided, and information on pollutants in the effluent, by law, is public information.
