HANNIBAL BOARD OF PUBLIC WORKS RESPONDS TO PROPOSITION S RESULT

HANNIBAL, MISSOURI [April 3, 2024] – The Hannibal Board of Public Works (HBPW) would like to thank the Hannibal community for placing their vote during the April 2nd Missouri General Municipal Election. With Proposition S failing to receive a favorable vote, HBPW’s next effort includes consulting with their Board of Directors as well as City Officials on identifying alternative strategies to fund the repairs and maintenance of Hannibal’s aging stormwater conveyance system.

 

“We are still tasked with and deeply concerned with the health and upkeep of our stormwater infrastructure. Unfortunately, the system will continue to degrade. However, we will strive to come up with a solution that the citizens of Hannibal will support.” says Darrin Gordon, General Manager of the HBPW. He adds, “We must generously thank the Concerned Citizens for Stormwater Improvements Committee for their tireless efforts to create the proposed tax structure, to educate the community on the need and reasoning for the proposition, and their herculean effort in spreading the word.”

 

A passing of Proposition S would have authorized the HBPW to implement a taxation method that would pay for critical repairs and provide long-term funding for the maintenance and upkeep of Hannibal’s underground stormwater system. However, due to a lack of funding, the HBPW will continue to reinforce infrastructure problems with a combination of steel plates, road closures, and other precautions to prioritize the safety of Hannibal citizens.

HANNIBAL CITY COUNCIL COMPLETES SECOND READING OF STORMWATER UTILITY TAX BALLOT LANGUAGE RESOLUTION

On Tuesday, December 19th, the Hannibal Mayor and City Council conducted the second reading of the proposed stormwater utility tax ballot language resolution. The ballot language resolution passed, officially placing the stormwater utility tax question on the April 2, 2024 ballot.

HANNIBAL CITY COUNCIL COMPLETES FIRST READING OF STORMWATER UTILITY TAX BALLOT LANGUAGE RESOLUTION

On Tuesday, December 5th, the Hannibal Mayor and City Council conducted the first reading of the proposed stormwater utility tax ballot language resolution. The ballot language resolution passed by a vote of 6 to 1. A total of two readings are required to be completed and voted on by Hannibal City Council in order for the ballot language resolution to be placed on the next election ballot. The second reading for this resolution will be conducted at the next Hannibal City Council meeting on Tuesday, December 19th.

STORMWATER ADVISORY COMMITTEE SELECTS FUNDING MECHANISM TO PRESENT TO HANNIBAL VOTERS

After several meetings throughout the spring and summer, the Stormwater Advisory Committee finally came to a consensus for a stormwater utility funding mechanism to present to Hannibal voters in early 2024. The committee chose a flat tax by electric meter classification - small, medium, and large to move forward with and place on the April 2024 ballot. The next steps for the committee includes community education and outreach leading up to the spring election.

HBPW HOSTS COMMUNITY STORMWATER WORKSHOP

On Thursday, February 23rd, the HBPW hosted a community stormwater workshop with the goal of forming a committee of 15 citizens that will be called the Stormwater Advisory Committee. These citizens, who represent both commercial and residential properties in the city of Hannibal, will be responsible for selecting a funding mechanism for a stormwater utility that the citizens of Hannibal will vote on in either the November 2023 or April 2024 election. The 15 selected citizens will meet on Wednesday, May 3rd to hold their first official meeting as the Stormwater Advisory Committee.
