Although it’s been several months, we hope you have not forgotten the variety of unfunded mandates place on the Hannibal Board of Public Works by the EPA (Federal Environmental Protection Agency) and the MoDNR (Missouri Department of Natural Resources). Mandates that required our complete compliance in updating our Water and Wastewater Treatment Plants. Last August, Hannibal voters approved a $20 million bond authorization for the Water and Sewer Funds. Since then, we have been approved of these funds and construction is scheduled to start shortly.
How does this relate to the upcoming rate increase? The HBPW General Manager, Robert Stevenson, will be releasing a short series of Guest Columns in the Hannibal Courier Post over the next few weeks to further shed light on the connection between these mandates and utility rate increases.
