What has the Hannibal Board of Public Works been doing since the vote (the vote to borrow money to fund water and sewer improvements) last August? What does this have to do with raising utility rate? Not only are plans and specifications for the Waste Water Treatment Plant improvements complete and a contract been awarded, but design improvements for the Water Treatment Plant and Water Distribution System are well underway.
